PRO Housing FY24 Grant

Pathways to Removing Obstacles to Housing (PRO Housing) is a federal grant offered through the Office of Housing and Urban Development (HUD). SRPEDD is pursuing a grant through the FY24 Round to support zoning and infrastructure improvements that spur housing development in the region.

SRPEDD's grant application will focus on providing technical assistance for zoning and infrastructure improvements to support new housing opportunities throughout the region.

An overview on the grant program from HUD states, "Communities nationwide are suffering from a lack of affordable housing, and housing production is not meeting the increasing demand for accessible and available units in many urban and rural areas, particularly areas of high opportunity.

"Pathways to Removing Obstacles to Housing (PRO Housing) supports communities who are actively taking steps to remove barriers to affordable housing, such as:

  • Barriers caused by outdated zoning, land use policies, or regulations;
  • Inefficient procedures;
  • Gaps in available resources for development;
  • Deteriorating or inadequate infrastructure;
  • Lack of neighborhood amenities; or
  • Challenges to preserving existing housing stock such as increasing threats from natural hazards, redevelopment pressures, or expiration of affordability requirements."

Public Comment Period

SRPEDD's FY24 PRO Housing grant application is available for viewing here. Interested parties are encouraged to provide feedback on the application using the comment form below or by emailing Taylor Perez, Assistant Director of Housing and Community Development, at tperez@srpedd.org.

The comment period will be open from Wednesday, September 11th, 2024 to Thursday, September 26th, 2024.

SRPEDD staff hosted a public hearing on Monday, September 23rd, 2024 at 6pm via Zoom. You can view the slide deck here.

As a requirement of the grant, "[...] applicants must publish their PRO Housing application or amendment in its entirety for public comment. The streamlined requirements mandate at least one public hearing at the Applicant’s level of government for the application and for each substantial amendment and require providing a reasonable notice of the hearing. The Applicant must publish the application for public comment for 15 days and provide ongoing public access to information about the use of grant funds."
