Public Participation and Title VI

Engaging all community members in planning for transportation networks that meet their needs

Southeastern Mass MPO's Public Participation Program

The Southeastern Massachusetts Metropolitan Planning Organization (MPO)'s Public Participation Program (PPP) is developed with the ultimate goal of allowing every person in the 27 communities of the region the opportunity to become active participants in the region's 3C (Continuous, Cooperative and Comprehensive) metropolitan transportation planning and decision-making process.

The Public Participation Plan is adaptable and guides the SMMPO's public engagement activities during the development of the Transportation Improvement Program (TIP), the Regional Transportation Plan (RTP), the Unified Planning Work Program (UPWP) and various transportation projects, studies, and services.

The goal of the PPP is to ensure that all persons, regardless of race, color, national origin, age, gender, gender identity or expression, disability, religion, ancestry or ethnicity, sexual orientation or veteran’s status have an equal opportunity to participate in the SMMPO’s programs and decision-making process. The SMMPO shares planning information and learns about public concerns and priorities through public meetings, surveys, community events, and other methods to plan for a transportation system that meets various public needs.

The SMMPO’s Language Assistance Plan (LAP) identifies reasonable steps to provide language assistance for Limited English Proficient individuals so that they can meaningfully access and participate in SMMPO programs, activities, benefits, and services.

Who Lives in Southeastern Mass?

As a recipient of federal funds, SRPEDD, acting as staff to the Southeastern Massachusetts Metropolitan Planning Organization (SMMPO), complies with Title VI of the Civil Rights Acts of 1964. Title VI prohibits discrimination based upon race, color and national origin. Additional federal nondiscrimination laws prohibit discrimination on the basis of age, sex and disability. To continually evaluate the impact of our work and engage all community members in the development and review of the SMMPO's transportation plans and programs, SRPEDD staff identify areas where Title VI population averages exceed regional averages for the following six demographics:

  1. Race and Ethnicity
  2. Income
  3. Limited English Proficiency (LEP)
  4. Disability
  5. Older adults population (age 65+)
  6. Vehicle Ownership

Using 2018-2022 American Community Survey block group data, the the SMMPO identifies demographics that are greater than the SMMPO’s regional average. Block groups with an average above the SMMPO’s regional average are considered to have relatively high shares of residents that are especially impacted by changes in or to transportation networks. This data is updated every two years and is used in programs and documents such as the Transportation Improvement Project (TIP) evaluation criteria, TIP Funding Distribution Analysis, SRPEDD’s Title VI program, demographic analyses for various SMMPO/SRPEDD plans and studies, to inform outreach and engagement activities, and for other general planning purposes.

Many of these populations are often concentrated in the region's high serious and fatal injury crash communities, are overrepresented as vulnerable road users, and face higher transportation-related hazards and burdens.
