Every four years, the Secretary of the U.S. Department of Transportation (DOT) must certify that each metropolitan planning organization (MPO) is following the metropolitan planning process according to federal rules and regulations. The Federal Highway Administration and the Federal Transit Administration work together to review the metropolitan planning process with each MPO. They then report back to the U.S. Department of Transportation to confirm the planning process is being done correctly and issue this certification.
