Public Meeting on Draft 2027-2031 TIP and Proposed 2026-30 TIP Amendment 5

SRPEDD Announces a 21-day Public Comment Period with a Virtual Public Meeting on Monday, May 4, 2026, at 4:00 pm to hear comments on the draft 2027-2031 Transportation Improvement Program (TIP) and changes to Dartmouth, Dighton, and SRTA project funding on the 2026-2030 TIP.  

April 23, 2026 – The Draft FFY2027-2031 Transportation Improvement Program (TIP) for Southeastern Massachusetts is being released to a 21-day public comment period. The TIP is the programming document listing all federally funded road and bridge projects in the region and all transit projects for both the Greater Attleboro and Taunton Regional Transit Authority (GATRA) and the Southeastern Regional Transit Authority (SRTA) over five years. Each year, the Southeastern Massachusetts Metropolitan Planning Organization (SMMPO) decides how to allocate about $30 million  in regional target funding, which supplements state and local transportation infrastructure investments in Southeastern Massachusetts.

In the FFY 2027-2031 TIP, the SMMPO is programming $158,178,563  in regional target funds for 16 projects over these five years. They include projects for improvements such as pedestrian and bicycle facilities, traffic signals, lighting, drainage infrastructure, and mobility for emergency vehicles, which are expected to result in increased safety and access, reduced congestion, and improved system efficiency and infrastructure conditions for all modes. Communities that have projects programmed for construction in this cycle include Mattapoisett (2 projects), Wareham (2 projects), Dartmouth (3 projects), Middleboro, Plainville, New Bedford (3 projects), Westport, Mansfield, Attleboro, and Taunton (2 projects). Several of these projects were shifted to be programmed for construction in later years due to delays in design plan readiness and/or cost increases, while one project in Dartmouth was shifted to an earlier year due to design plans being ready ahead of schedule. Two new projects were added during this cycle, including Taunton’s intersection improvements at Winter Street and School Street and Mattapoisett’s Shared Use Path Phase 2A.

Additionally, the SMMPO’s FFY2026-2030 Transportation Improvement Program (TIP) is being amended to program several changes to project funding. These proposed changes are being released for a 21-day public comment period and are not yet being endorsed, allowing time for review and feedback before any final decisions are made. FFY2026-2030 TIP Amendment #5 proposes the following changes:

  1. Project 607871 Dartmouth Corridor Improvements on Route 6, From Faunce Corner Road to Hathaway Road will be removed from the FFFY2027-2030 TIP and will instead be included in FFY2027-2031 TIP. This project will no longer be ready to be programmed for construction in 2026 and will need to be moved to 2027. Earmark funding that had been applied to the project in 2026 was able to be carried over and used in 2027. The remaining balance of $7.5 million for the project will be covered with the $7 million of the SMMPO’s regional target funding that was not able to be spent on any other projects in 2027 due to no projects being ready for construction in that year.
  2. For Project 613636 – Dighton Bridge Replacement, D-08-002 (3L9), Pleasant Street over Muddy Cove, $2,714,714 in Statewide-CON-Bridge On-System funding will be programmed towards the project in FY2026, which fills a gap between earmark funding received for the project and the remainder needed to complete the project.
  3. Project T00200 SRTA Preventative Maintenance will have an increased amount of Section 5307 funding from $800,000 to $1,200,000, and an increased amount of State Capital Assistance (SCA) funding from $200,000 to $300,000.
  4. Project T00204 SRTA Non-Fixed Route ADA Paratransit will have an increased amount of Section 5307 funding from $160,000 to $400,000, and an increased amount of State Capital Assistance (SCA) funding from $40,000 to $400,000.

A public meeting to discuss these topics will be held virtually on Monday May 4, 2026, at 4:00 pm. Everyone is welcome to attend, ask questions and offer comments, but attendance is not necessary to offer input or comment. More options to offer comments can be found below.
