Swansea Compton’s Corner Stormwater Planning

SNEP Network and Town of Swansea created a water quality discovery project to identify stormwater zones with excess nutrients to locate ideal locations for green infrastructure

In June 2023, the Town of Swansea and AECOM released a Nitrogen Source Identification Report which evaluated the top 5 outfall catchments with the highest estimated nitrogen loadings – as well as five locations where stormwater management Best Management Practices (BMPs) could be retrofitted to reduce the frequency, volume, and pollutant loads of stormwater discharge to and from its MS4 system. In October 2023, the Massachusetts Office of Coastal Zone Management awarded the Town of Swansea a $99,900 grant to improve the water quality in the Cole River so that shell fishing can be reestablished adjacent to the Compton’s Corner area near the intersection of Pinehurst, Anthony, and Ocean View Avenues.

The Town is now working with SRPEDD and Save the Bay to test and assess the water quality of outfalls 49, 50, and 51.  These outfalls are releasing untreated stormwater from the surrounding neighborhood, and they all drain into the Cole River at Compton’s Corner. The following drainage map shows the situation.

Between now and June 2025, the SRPEDD team will collect samples from these three outfalls – three times, following rainfall events – to provide the additional investigation that is needed to confirm and build upon the earlier findings. We will assess water quality from a holistic perspective, measuring total nitrogen as well as total phosphorus, enterococcus, temperature, total suspended solids, and salinity.

The Town of Swansea and AECOM had determined that #50 is the most problematic of these three outfalls. And of all the 44 outfalls they studied, #50 received the 2nd highest estimated nitrogen loading rate at 68.52 pounds per year. Will our assessment confirm their findings? Is an extended dry detention pond the optimal solution in the nearby Town-owned parcel – or is a combination of interventions needed? 

The Town of Swansea is also participating in a stormwater training series being run by the Southeast New England Program (SNEP) -- to build knowledge on best management practices and benefit from technical assistance for a nature-based stormwater retrofit design at Compton’s Corner. SRPEDD and Save the Bay have been facilitating these trainings.  

Additionally, with the supervision, training, and help with the labs at University of Dartmouth School of Marine Science and Technology, known as SMAST, SRPEDD has partnered with professor Sara Horvet and her team. SRPEDD was trained on stormwater quality testing and utilizes Horvet's lab at SMAST along with the New Bedford Public Health Water Testing facilities with Christina Eckenreiter to sample results obtained at the Compton's Corner site. The SRPEDD team has worked closely with those labs to utilize those results in prioritizing which sites to retrofit.

Public engagement is critical to this project. Here SRPEDD will continue to

  • Informing the public of the study’s findings 
  • Educating the public about stormwater runoff impacts on the river 
  • Incorporating the public’s input regarding retrofit design solutions 

 

Based on the training sessions, site assessment, and water quality analysis -- the assessment will result in 1 - 2 conceptual designs for 1 stormwater BMP. The project’s long-term objectives include: 

  • Improved water quality in the Cole River 
  • Expansion of habitat in the river’s estuary conditionally approved for shellfishing 
  • Fewer shellfishing closures in the Cole River following rain events 
  • Increased capacity for the town to address stormwater concerns
