Community Development Block Grant (CDBG)

The U.S. Department of Housing and Urban Development (HUD) provides funding through the CDBG Program to support housing, community development, and economic opportunity, principally for low- and moderate-income persons. SRPEDD provides support for non-entitlement communities seeking State-distributed CDBG funds.

HUD provides funding to states, cities, and counties through the CDBG program to support low- and moderate-income persons.

CDBG is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended 42 U.S.C. 5301 et seq. The CDBG program has the following guiding principles:

  • CDBG's flexibility empowers people and communities to design and implement strategies tailored to their own needs and priorities.
  • CDBG's emphasis on consolidated planning expands and strengthens partnerships among all levels of government and the private sector in enhancing community development.
  • CDBG's technical assistance activities and set-aside for grantees builds the capacity of these partners.

Some communities receive CDBG funding annually based on a formula. In the SRPEDD region, these communities include Attleboro, Fall River, New Bedford, Taunton, and Wareham.

Non-entitlement communities (communities who do not receive annual CDBG funding) can apply for State-distributed funds through the Community Development Fund (CDF), which is managed by the Executive Office of Housing and Livable Communities (EOHLC). SRPEDD assists its non-entitlement member communities with applications to the MA CDF.

Program Eligibility

In Summary

Eligible CDBG projects include but are not limited to:

  • housing rehabilitation or development
  • micro-enterprise or other business assistance
  • infrastructure
  • community/public facilities
  • public social services
  • planning
  • removal of architectural barriers to allow access by persons with disabilities
  • downtown or area revitalization

Applications can be submitted by individual communities or regionally by multiple communities with one lead community. Applications must meet one of the following CDBG National Objectives:

Benefitting Low- and Moderate-Income Persons

Low- and moderate-income persons are those making at or less than 80% of the Area Median Income (AMI). To qualify for this national objective, applicants must prove their application will serve 51% or more LMI populations.

Preventing or Eliminating Slums or Blight

Stemming from the Urban Renewal Program, this national objective is defined on the basis of "slums" and "blight." This includes addressing deteriorated and substandard buildings and areas.

Meeting other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such needs.
