Welcome! And thank you for visiting the Berkley Master Plan project web page!

The Town of Berkley is working with Southeastern Regional Planning and Economic Development District (SRPEDD) to develop a Master Plan that will help guide the town moving forward. It is important to note that SRPEDD does not have an outside agenda for the future of Berkley or its Master Plan. In other words, your input is an essential ingredient that – along with current, accurate data – determines what's in your town's Master Plan. The project, which will take place from September 2018 to June 2020, will feature a proactive and transparent civic engagement process; this will ensure that the Master Plan responds directly to the needs and aspirations of Berkley’s residents and business owners.

This webpage will be your source for all information about the Master Plan, opportunities for participation, and notices of events, such as the Master Plan Discovery Workshop, which took place on Saturday, November 3, 2018, from 9 AM - 12 PM at Town Hall. We will keep this site updated as the planning process progresses, so please plan on checking back in here.

There are many ways to get involved and stay informed. Join us at a public event, as shown on our Google Calendar (below). "Like" the Master Plan page on Facebook. And join our Mailing List so you will be notified of all events that support the project. November 3, 2018- We held the "Discovery" Public Workshop at the Town Hall. You can view the presentation here.

April 6, 2019- Public Workshop #2: Land Use, Housing, Economic Development. You can view the presentation here.

June 3, 2019 - SRPEDD staff will have a table at the Annual Town Meeting to provide more information about the process and to answer any questions. 

June 8, 2019- Public Workshop #3: Open Space & Recreation and Natural & Cultural Resources. You can view the presentation here.

September 6, 2019 - Master Plan Meetup at Dough Licious Pizza (539 Berkley St.) on Friday, September 6 from 4:30-6:30 PM. Come down and have a slice on us!! We will be there to answer questions, take comments and discuss all things Berkley!

September 21, 2019 - Berkley Heritage & Honey Festival (Berkley Common) on Saturday, September 21 from 9 AM to 4 PM. We will have a table at the event and will be there to take comments and answer questions.

October 9, 2019 - Master Plan Workshop on Wednesday October 9 (at Town Hall) from 6:30 to 8:30 PM. The focus of this Workshop will be Services & Facilities and Transportation & Circulation.

Master Plan Basics: Elements of a Master Plan

According to Massachusetts General Law, a Master Plan has nine required "elements" (or "chapters"). Drafts of each element will be posted here as they are created. Feel free to comment on any part of the master plan using the comments board, below. 

1. Statement of Goals and Policies:  This element sets out Berkley's vision for the future. It presents the community's values, its goals, and the patterns of development that will meet these goals.
2. Land Use:  In this section, the community describes its current and future land use patterns, including proposed locations for various activities such as residences, businesses, and recreation.
3. Housing:  The Housing element creates a plan to meet the town's housing needs, which are identified using demographic and market information.
4. Economic Development:  This section identifies policies and strategies for growing the town's economy by building upon local strengths and bringing new and compatible opportunities to Berkley.
5. Natural and Cultural Resources:  This element is an opportunity for Berkley to create an inventory of its natural, cultural, and historic resources.
6. Open Space and Recreation:  This section describes existing and future needs for open space and recreational facilities in town.
7. Services and Facilities:  The Services and Facilities element identifies and analyzes existing and anticipated needs for public infrastructure and services.
8. Circulation:  This section provides an inventory of existing and proposed transportation infrastructure and services. 
9. Implementation:  The Implementation section provides a blueprint and schedule for making the master plan a reality.
